Action Plan 3—Facilities Update

FACILITIES UPDATE:

Vision 2015:  Southeastern will be a leader and innovator in higher education.  Strong academic and student life programs with a solid liberal arts and sciences foundation will characterize the University.  Areas such as diversity, globalization, uniqueness, and cultural richness will be distinctive features of the institution.

Major Initiatives:  (1) Promote student enrichment experiences (2) Expand beyond our regional image (3) Optimize the learning environment (4) Enhance collaboration and partnerships.

Facilities:  By 2015, Southeastern will have made major progress in developing a “state of the art” campus to meet the teaching/learning goals of the university.

From FY2005 – 2010, Southeastern made major progress in developing a “state of the art” campus to support the teaching/learning goals of the university.  This support included the practice to become a better steward of the environment where sustainability planning was introduced in the building and landscaping projects to promote positive economical growth and social objectives.   During this period of time the University made a commitment of $68.9 million, to be provided by various public and private sources, for fourty-eight (48) facilities projects. Fourty six (46)  of the projects have been completed, one (1) will be completed in fiscal year 2011 – Parking lots (2005) and one (1) is pending due to funding – Baseball Field/Intramural Complex (2005).  

From FY2011 – FY2015, the University has identified projects that will increase this commitment by $12,941,309.   These projects, their estimated cost, current status, and funding source(s) include:

FY2011 – 2015:  Renovation/expansion projects placed on Campus Master Plan (not completed):

  • Baseball Field/Intramural Complex (2005), $5,400,000.  Pending due to funding.
  • Roof repairs (2011) - Library and Fine Arts, (2011) $425,000.  Funding source:  University ($425,000).
  • Boiler replacement (2011) - Biology, (2011) $80,000.  Funding source:  University ($80,000).
  • Fire Alarm System upgrades (2011) - Fine Arts and McCurtain Branch Campus, $160,000.  Funding source:  University ($160,000).
  • Campus Master Plan Landscaping (2011) - Phase One: Pedestrian/Bicycling East Corridor, $500,000.  Completion date unknown.  Funding source:  Grant application pending ($400,000) and University Funds ($100,000). 
  • Strength & Conditioning Center (2012) – $3,000,000.  Pending due to funding.

FY2011-2015:  Renovation/expansion projects completed:

  • Hallie McKinney-Native American, Advisement, Learning Centers  2013 (ADA compliant), $1,159,000.  Fund source:  Grant ($305,000) and University ($854,000).
  • Hallie McKinney-Magnolia Room, Ballroom, Conference Room, Restrooms, Entrances and Elevator 2013 (ADA compliant), $1,841,000.  Fund source:  University Funds.
  • Fine Arts/Russell Building/Loop – ADA parking, Ramp, Sidewalks, Crosswalks, Landscaping 2013 (ADA compliant), $900,000.  Funding source:  Univesity Funds.
  • Phase II Siemens Energy Performance Contract 2012, $835,000.  Funding source:  Grant ($500,000) and University Funds ($335,000).
  • Student Union 2012 (ADA compliant) -Counseling & Health Center, Racquetball & Student Lounge, $644,262.  Funding source:  Donors ($160,262) and University Funds ($484,000). 
  • Land and improvements (campus expansion) 1334 N. 4th Street 2012 ($49,576).  Funding source:  University Funds.
  • Land and improvements (campus expansion) 1322 & 1324 N. 5th Street 2012 ($134,634).  Funding source:  University Funds.
  • Land and improvements (campus expansion) 430 Montgomery Street 2011 (251,983).  Fund source: University Funds.
  • Morrison-Montgomery Auditorium renovation lighting/sound/rigging 2011, ($404,256) Funding Source: Donor ($257,664) and University Funds ($146,593).
  • Land and improvements Campus Expansion 2011 - 1624 North 9th Street, $125,716.  Funding source:  University Funds.
  • Parking lots 2011 (ADA compliant) - three locations, $1,794,152.  Funding source:  Master Lease Program ($1,463,120) and University Funds ($331,032).
  • Administrative 3rd floor, Space renovations 2011, $7,000.  Funding source:  University Funds.
  • McCurtain County Branch Campus, Space renovations 2011 (ADA compliant) – McCurtain County Branch Campus, $29,730.  Funding source:  University Funds.
  • Science Building Renovation of three (3) research labs 2011 (ADA compliant), $600,000. Funding source:  Grant NSF ($475,458) and University Funds ($124,542).

 

FY2005 – 2010:  Renovation/expansion projects completed:

  • McCurtain County Branch Campus Drainage, $40,500.  Funding Source: University Funds
  • McCurtain County Branch Campus Allied Health Building (ADA compliant), $499,732. Funding source: 2005 Higher Education Bond Issue and University Funds.
  • McCurtain County Branch Campus Allied Health Building Infrastructure, $40,497.  Funding source:  University Funds.
  • Land and improvements Campus Expansion-812 Waco Street, $122,700. Funding source:  University Funds.
  • General Classroom (ADA compliant), $5,796,841.   Funding source:  2005 Higher Education Bond Issue, Master Lease Program and University Funds.
  • Bloomer Sullivan Arena (ADA compliant), $9,400,000.  Funding source:  Durant City 1/4 penny sales tax and University Funds.
  • Bloomer Sullivan Arena infrastructure, $536,577.  Funding source:  Master Lease Program and University Funds.
  • Parking – three lots (ADA compliant), $574,196.  Funding source: Master Lease Program and University Funds.
  • Sidewalks/Ramps/ADA Parking Spaces/Restroom Facilities/Automatic Door Openers/Lift  (Administrative, Library, Morrison – ADA compliant), $170,892.  Funding source:  University Funds.
  • Network infrastructure, $279,231.  Funding source:  University Funds.
  • Landscaping/irrigation system, $42,763.  Funding source: University Funds.
  • General Classroom infrastructure, $553,902.  Funding source:  2005 Higher Education Bond Issue and University Funds.
  • Tennis Court Complex - six courts, $785,067. Funding source:  Master Lease Program and University Funds.
  • Paul Laird Field (ADA ramps), $3,148,763. Funding source: Durant City 1/4 penny sales tax and University Funds.
  • University Center Sidewalk,entrance (ADA compliant)
  • Student Union (ADA compliant), $17,533,607.  Funding source: Revenue Bond Issue, Master Lease Program and University Funds.
  • Occupational Safety & Health renovation (ADA compliant), $916,297. Funding source:  2005 Higher Education Bond Issue and University Funds.
  • Visual Arts renovation, $96,750.  Funding source:  University Funds.
  • Equestrian Center Fencing, $38,169.  Funding source:  University Funds.
  • Bloomer Sullivan Gym renovation and roof, $297,484.  Funding source:  Master Lease Program and University Funds.

  • Library Building upgrade elevator (ADA compliant) and fire alarm system, $350,984.  Funding source:  Master Lease Program.
  • Old Student Union roof, $172,947.  Funding source:  Master Lease Program.
  • Theatre Building renovation (ADA compliant), $1,478,604.  Funding source: 2005 Higher Education Bond Issue and University Funds.
  • Theatre Building infrastructure, $207,977.  Funding source:  University Funds.
  • McCurtain County Branch Campus classroom and lab (ADA compliant), $603,694. Funding source: 2005 Higher Education Bond Issue and University Funds.
  • McCurtain County Branch Campus drainage, $78,899.  Funding source:  University Funding.
  • McCurtain County Branch Campus infrastructure, $45,761.  Funding source: University Funds.
  • Phase II Energy Performance Contract air handling system and ductwork, $3,000,000.  Funding source: Public Lease Program.
  • Shearer Hall & Suites (ADA compliant), $10,300,000.  Funding source: Bank Loan.
  • Aviation Building Renovation, $150,000.  Funding source: 2005 Higher Education Bond Issue.
  • Aviation Apron, $585,545.  Funding source:  State and University Funds.
  • Installed two elevators for compliance with ADA in the Fine Arts and Morrison Buildings, $425,000.  Funding source:  Master Lease Program and University Funds.
  • Renovated space in Morrison Building to relocate the faculty offices of the Behavioral Sciences Department (ADA entrance), $42,000.  Funding source: University Funds.
  • Renovated space in Fine Arts building for Communication & Theatre Department offices, a computer classroom/lab, and a smart classroom (ADA compliant), $12,200.  Funding source:  University Funds.
  • Renovated Hallie McKinney Hall to relocate the offices of Student Support Services, Guidance & Counseling, and Student Health (ADA entrance), $22,000.  Funding source:  University Funds.
